I know that Oregon, at least when I was adopting my children from that state back in '96, required that the parents of children put into foster care pay "child support" to the state as a form of compensation until their children are either permanently returned or permanently placed in an adopting family. Somewhat different circumstances from jail time, but since criminal behavior is usually involved in the decision to remove the children, the mind set behind the idea seems similar. Anyone know if Oregon is still doing this or if the courts challenged it?
