One of the problems may be that left rags are disproportionately read by
academics and students all of which are accustomed to getting free access
through their institutions.
One solution to this is to get left wing academics to request that their
library carry rags :) like Doug's.  Given Doug's modest rates individual
departments could easily afford an electronic subscription.  I suppose the
downside is that one institutional subscription only = 80$.
