Me too.
If a state weren't welfare oriented, it would either be completely berefet of any kind of state-sponsored social assistance (or have it so weak and minmalist that it would amount to the same thing), or the very concept of welfare as it exists would have changed so as to be quite distinct from what we've seen so far.
