No, but both are capitalist nations, in which the welfare of workers depends on how much generosity they can force out of capitalists -- at which task Swedish workers have been a bit more successful (so far) than u.s. workers. I presume in a socialist society most or all of what we call welfare wouldn't have any special name. Calling a socialist state a welfare state is merely sloppy diction, not a political issue.
Coming across such sloppy diction in a freshman theme one would underline it, scribble D? in the margin, and go on to more important things.
