I think most people in the US will only be ready to deal with this when it's ready to be history (and even that will be an area contested with all sorts of strategic use of misleading 'information'). I could imagine the Kevin Costner of 2020 making a flick like '13 Days', drawing on archival material and interviews with key players, but written up to give it the establishment-conserving liberal spin (at the end of the day, who am I to say, maybe it was the right thing for Bush to do, to finish remedial reading class and then go hunker down in a missile silo for a day or two).
