Um, no, Canada doesn't have proportional rep. I'm pretty sure the U.K. doesn't either. But the province of British Columbia may soon be getting a "single transferable ballot" system as proposed yesterday by a Citizens' Assembly. Presumably the stb system will appear as a referendum question next May during the provincial election.
