Not invoking the Genocide Convention and sending UN or African Union peacekeepers or a more robustly equiped force (remember the Dutch peacekeepers chained to a bridge by the Serb Army?) w/ real authority, when as, Samantha Power and many others have written, more than abundant intelligence intercepts of the weeks of murderous incitement in official Rwandan radio was whipping up hatred, was the war crime the "international community" was responsible for. However, Pilger isn't the type to advocate sending UN troops or any other.
