--Actually Stephen Shalom's article on the Rwanda massacre is one of the best around and 
locates the unnecessary outcome at the feet of Mr. Clinton and his refusal (maintaining a 
long tradition of both Repub and Dem presidents) of sabotaging the UN in its assigned role 
of taking a lead role in resolving crises such as the Rwandan one.  People like Power don't 
spend much time with such phenonmena, they're too busy trying to find a way to get the US 
to 'take control' of such situations, when in fact it is the extent of US control over institutions 
like the UN that explain much of the problem in the first place.
