It's the tag line of The Braggart from Aesop. An athlete brags about some feat performed in Rhodes and says he has witnesses that will corroborate. A bystander says we have no need of witnesses, "Rhodes is here, your jump is here" meaning he can demonstrate this feat for all. I didn't read Teds response so I cannot comment on the context in which he used this phrase. Hegel misused the phrase in a book once and brought the saying into prominence.
