The Church wants to groom young men for the priesthood and it gathers its hopefuls from among a group who have stated that they don't have a problem with sexual abstinence. This at 14 years of age? It's a no brainer to foresee that to recruit from such a group of young men is to be recruiting from amongst individuals who very possibly have a problem with "normal" sexuality. For such individuals, the idea of entering the priesthood gives them a perfect way out of having to address whatever their personal problem might be. But of course, the problems don't go away. They fester under the surface until they explode in an orgy of pedophilia or some other aberrant sexual behavior.
