Over here, where clothes are a cult and people, esp. women, will save up for months for a really hot pair of shoes way out of their price range, I think the opposite drive (to dressing fancy) is because in Soviet days people didn't have access to these kinds of clothes. Plus it's a way of looking like you have money even if you don't.
