IMHO, that's a complete misinterpretation of Voinovich sending him this book:

In other words, V still thinks Bolton is completely wrong in the way he does everything and therefore dangerous. This gesture is a way of making him seem un-Christian too -- and so to shore up V's flank if the Bushies later attack him.
This is more twisting the knife than sheepishly coming home. "I want you do know I support you and believe it is still possible for you to repent and not fuck the country completely. Here's a guide. Your pal, V."
