He was a spy. ;) One of his former coworkers wrote a
book about it in German a few years ago. He shared an
office with several other KGB employees supposedly
building contacts with disaffected citizens in West
Germany who would feed the KGB info.

Supposedly he was amazed at the level of police state
activity in the GDR -- said something to the effect
that there were more Stazi informers in one Dresden
neighborhood than there were KGB informers in all of
Belarus.
