Interesting read! Thanks for that forward. Some anecdotes: When I was in China in 2003 the public restrooms in tourist spots had a "star rating" system which was fairly good at predicting whether you wanted to go in there or not ;-). In general, the toilets could definitely have used some maintenance! Indian public toilets from my experience are (were) even worse: except -- it is interesting to note given the mention of malls in India -- the ones in [at least some of] the malls are pretty clean.
