I was looking for more on the Russia-Ukraine gas spat
and came across this bizarre brief. I guess the Tajiks
should rely instead on their failed and failing
neighbors to provide security, infrastructure, energy
and the capital goods for which they're so famed.
Presumably the Tajiks don't mistake anti-Russian
animus for sincere calls to import-substitution (the
Ambassador wouldn't counsel Honduras, say, to adopt a
similar stance when dealing w/ its own regional
hegemon, would he?):
