If Williams "deserves" to die for his crimes, so do Bush and every member of his regime. First degree murder is both willful and premeditated, meaning that it is committed after planning or "lying in wait" for the victim. Iraq?

An eye for an eye and a tooth for a tooth : the State legalizes premeditated murder for the first degree murderer. Religiously inspired laws of the Bronze Age still weigh heavily on many a person's sense of right and wrong.
