What the Kremlin is doing is neutering the power of the oligarchs, who during the 1990s determined Russia's foreign and domestic policies for their own ends, and placing their resources under direct state guidance (as in Yukos) or indirect state guidance (as when Putin apparently forced Abramovich to become governor of Chukotka again).
In the 1990s Russia's policies were determined by a group of six mostly balding gangsters (slight exaggeration). That had to stop.
