Anyone who smokes non filters will tell you that ripping the filter off a filter cigarette and smoking it is an ugly, nasty tasting, high carbon monoxide experience.
The Federal standard for what may be called organic is a classic example of taking something, albeit in this case a heathy thing, and changing the rules/nomenclature to suit the relevant industry.
