Yeah, but the assumption that there would be other parameters is 
probably wrong. The techical possibility  has been there for some
time. The reason it is  being pushed now is so that car can be charged
per mile driven rather than per gallon of gas used - which 
environmentally is worse than the per gallon of fuel.
