Well, I'm not chalking up the Bush adminstration's actions just to racism. It's more complicated than that, of course. I'm saying that the racism and imperial arrogance of many Americans lead to the administration (and many other people) assuming arrogantly that the country could never be attacked like 9/11.
This is why their guard was down.
