The only possible way to figure out if nuclear weapon production is in progress is by analyzing zillions of photos like this (but at much higher resolution) for changes that could only be described as minutiae.
This is done by sophisicated image analysis programs that are much of the reason for the popularity of "supercomputers" like the one at Lawrence Livermore labs which "models" the effects of the weapons themselves.
This data is extrapolated upon by people that receive their paychecks from where?
