I think that in the case of Ukraine it is mainly populist posturing. Yushchenko is no dummy. He knows that the EU's position has been that Ukraine will, and I quote Romano Prodi, "never" join the EU. There are various reasons for this:

1. Germany and France would have to open their borders to cheap Ukrainian goods. 2. Ukraine's population is 50 million people. That's a lot of pretty poor people for the EU to subsidize. 3. Ukraine has an oligarch-controlled economy. Those people are not going to comply with EU standards. 4. Ukraine's military-industrial complex is a major player in domestic politics and a huge part of the economy. Those guys aren't going to comply with EU standards either.
