In another article on Negroponte, it was mentioned that the first
choice for the positon was Robert Gates, who turned it down
due to a vagueness. 

Imagine that, one of the architects of COINTELPRO thinks the job is too vague.

He's right. The vagueness is intentional... It will allow thing to be done
with no oversight, until (perhaps) *some* government agency or Senate 
committee comes along and says, "HEY! You can't do that..." by then 
it's aready a done deal.
