Wojtek, what can I say, except for thanks for the rational description of
rationality.  

"And as we all know, one person's norms are
another person's belly laugh."

So then in the normative sense saying "x was not rational" is equivalent to
saying "x's normative framework was different than mine."  Hence "Bush is
irrational"="I disagree with Bush's values." Not very insightful hey!
