It really doesn't matter who does. The point is that "Bush's new budget would cut some traditional aid for the poor in such areas as housing and health coverage. At the same time, some religion-based programs that promote such goals as sexual abstinence and marriage and provide mentors for at-risk children would enjoy increased federal aid." The churches aren't vying to pay people's rent, subsidize housing, make apartments accessible, or pay for the poors emergency room, drugs, or other health care. It is the GOP's "moral" programs the money is targeted for, the Urban Study URL about welfare reform (get women off welfare) fits right in. My point is that entitlements are being squeezed -- and the goal is to starve the beast while appearing to be "compassionate."
