Despite being the third-largest target for immigration in the world (after the US and Germany), it is not at all easy to get Russian citizenship.

*0% of the population lives on 20% of the territory, and 1 in 15 people in Russia lives in Moscow. Yakutia (Sakha Repiblic), is the size of India and has a pop of 100,000. The government spends something like 1-2% of GDP a year just keeping parts of Siberia and the Far livable -- airlifting in supplies, moving entire communities when the cold hits, calling in military air strikes on ice-blocked rivers, etc. Fiona Hill has a good article on this in the October issue of Current History.
