I forget where it was mentioned... but the Army did state that they had used certain viruses and bacteria, although no particulars were given.
I always subsumed that the the statistics from the local departments of health were thoroughly analyzed for any info that could be gleaned. In San Francisco and Oakland the feds rented buildings along the waterfront and had monitoring equipment onsite... again, no specifics.
