Ya know... For the kind of info they're trying to collect, it's quite possible they were extrapolating from the smallest spike or "fliers" in the data. After all, the government's got lotsa money to spend on non-functional weapons systems and such... why not collect "data for dollars" that... as someone wiser than I once said:
