Well, you're the lawyer, but in New York I don't think this is true. I believe the laws actually make it pretty hard for landlords to get tenants out of buildings slated for demolition without buying them off; until the 1997 revisions recently this was true even for the last hold outs.

But I believe those laws are void in cases of emminent domain.

And for FWIW, most New Yorkers in such cases are moving to another place in New York, so we're not really losing our community.
