This document appears to be a standard stuff for undercover operation -
probably borrowing heavily from Russian and US sources or even "The
Anarchist cookbook" - so it is reasonable that ANY underground organization
would use it as a training material.  

As far as anti-socialist diatribes - keep it in mind that these folks
started fighting the Russians and their clients - so the hatred of anything
that smacks of socialism is deeply rooted and genuine.
