Viewed dialectically, we should expect the two phenomena to reinforce each other. Internal power struggles are likely to lead to a loss of political momentum and vice versa. Also, to the extent that popular resistance should develop to the Bush policies, then that's likely to lead to an exacerbation of internal power struggles.
