I had to read it a couple of times since he seems to change tack once or twice. AFAIKT he's saying that Gaidar's book is marred by an overallegiance to a vulgarized version of Marx (hey, maybe the same vulgarized version Gaidar was slamming before?) that makes him unable to incorporate certain factors into his analysis.
