Lotsaluck. First on Stephen Harper, Conservative leader becoming PM, second
on changing the Charter.
The latter requires the consent of both the national parliament and two-thirds of the provinces representing at least 50% of the population - meaning without the support of at two of the three majors - Ontario, Quebec, and BC - gay and women's rights protected by the Charter will remain in place unless and until the Supreme Court rules otherwise. These provinces contain the largest Canadian urban concentrations, where support for these rights is deeply entrenched. Only in Alberta, do you get a significant constituency which would like to secede and join the Confederate States of America.
