The U.S. has 16.4% of the votes in the World Bank. Japan, Germany, France, and the UK together have 21.0%. The rest of the rest of the world has 62.7%. So the answer is, plenty of divisions, if they choose to use them. A big if, of course.
It's possible this could undermine the tradition that the WB pres is an American. Maybe Europe will be conciliatory. Maybe the French will get Lamy at the WTO in exchange for not blocking Wolfowitz. Who knows? But what an incredible fuck you this nomination is.
