Not really. San Francisco Public Library and Denver PL, and I betcha most other public libraries, websites gives one free access via their databases to JSTOR, EBSCO, and Infotrac. Through it I've read many an article in these journals, (a quick selection of the hundreds of journals below...and via EBSCO, I've read pieces in Science & Society, Monthly Review and Telos.)
