No, it means someone of dubious reputation, usually related to trade, like a war-time black marketeer; or a braggart. It might be a reference to 1940s zoot suits, as adopted in England from the US. (See actor George Cole's early role in the St Trinians' film series, or Pinkie in Greene's Brighton Rock, as portrayed by Richard Attenborough.)
