Enormous Siberia (about the size of the continental US) has almost nobody living in it. It's wilderness, mostly. Yakutia, which is the size if India, has a population of 100,000.

Of course, Siberia _is_ a settler-colony, and also it's a place most people wouldn't want to live in. Given global warming, however...
