Officially yes, it is a continuation.
There is, however, a dramatic difference between the site that was and the current version.
In the beginning, iraqwar.ru focused entirely on battle events.
There were no articles from other publications, no analysis, no opinion pieces. Only translated battle reports from, we were told, "Russian GRU".
Of course, it was impossible to know how authentic these 'reports' were. I note however, that it was at iraqwar.ru I first learned of the Saddam Fedayeen's use of Russian made, laser and wire guided anti-tank rockets against American M1 tanks -- a story later echoed, many months later, in Western sources. It was at iraqwar.ru I first read about the Iraqis' battle innovation, for those fire teams without the advanced Russian missiles, of binding several RPG7 launchers together to form a multi-warheaded weapon capable of destroying at a go all but the most heavily armored US/UK vehicles.
And it was at iraqwar.ru I first read -- very, very early in the conflict -- about the emergence of a hyrda-headed guerilla effort composed of the angry, the jihadist, the nationalist and, most devastatingly of all for the Americans, a highly skilled corps of Republican Guard interdiction units that were sharing their training, equipment and tactics with the other elements (people who, in the past, they might have been executing) -- increasing the lethality of both terrorist and combat efforts.

Eventually, towards the end, the alleged GRU reports faded away and copied articles from mainstream media outlets -- along with commentary -- took their place. By then it was just another news site link farm with a comments section for 'debate'.
The original site, having served its purpose (or so the Venik translator said) closed up shop.
