btw: for what very little it may be worth, house since '95 has allowed 'congressional member organizations', rule permits aides in member offices to work part-time on caucus matters, interestingly, actual number of caucuses grew following rep majority 'reforms'...

apropos of everything (well, a lot) in congress these days, one 'casualty' of post-'95 rule changes was bi-partisan *congressional sunbelt caucus*... mh
