Through these franchise agreements, cities can require cable companies to provide public access channels and funding in exchange for the right to commercially exploit a town's public right of way. Hardly a perfect system, but the basic idea of requiring commercial telecom outfits to provide for noncommercial TV or radio stations in exchange for use of a public resource seems like a model that should be adopted more broadly.
