Basically, using grassroots networking to build a decentralized base. It's more or less how the anti-globalization movements were put together. There have been articles and books about this, some using other words. I don't have a list right now.
More like kudzu or a killer bee swarm. Instead of having a few identifiable organizations or vanguards that the state can take out, you kill the opponent by a coordinated swarm.
