Hmm. Google the phrase in quotes, follow some links, and the following turn up (I think I know where JL and BdL got it from):

That's hardly surprising; the phrase has a table-talk ring to it. And I've never located the source of Emma Goldman's attributed sneer: "if voting changed anything they'd make it illegal." That seems to be a real "As Shelley should have said . . ." bit.
