-Not the Wagner Act--it was the Norris-LaGuardia Act, sponsored -by two Republicans and signed into law by a Republican president in 1932.

And two Republicans who would ally overwhelmingly with Democratic majorities during the 1930s. Neither Norris or LaGuardia were typical Republicans of the period and would become less typical over time.
