I think this is right, and that the weakness of the administration is further indicated in that we now have the "moderate" Roberts (in the specialized language of American politics -- he's not moderate in regard to business) replacing the "conservative" Rehnquist, while the "moderate" O'Connor stays on, at least for a while. (Her resignation was to take effect only when her successor was confirmed.) --CGE
