look at this account of a camp being set up where the residents won't be let 
outside the fence, and neighbors won't be let in, at this conspiracy site. 
It seems genuine. It used to be that only the people who cared about 
Chemtrails focused on REX84 FEMA plans, but if they actually let some 
shelters be directed this way and put anything other than totally powerless 
people in, it seems like the paranoid rense.com stories will be of interest 
to a broader audience
