Who knows? Chomsky often notes that a feature of the American foreign policy establishment is to appear unbalanced and reckless because that kind of conduct has a salutary in terrorem effect. Perhaps this amended first strike policy is part of the act. On the other hand, such an "act" will only work so many times before it is revealed to be an "act." At some point, someone will call our bluff, and then all hell might break loose.
