OK. You've got the 'energy' team in the white house. You've got america's 'largest and most strategic port' in play. It appears that the city is being prepared for abandonment. It seems that an argument could be made that the present conditions could play to the strategic long term interests of 'energy'. An expanded port without the history or civilian population ...
