Based on my Moscow experience, that is indeed the case. Nobody in Moscow needs a car. In fact, given that the city was not built for cars, given that few people in the USSR had one, since there are today more than 5 times as many automobiles in Moscow as in 1991, the traffic jams are unbelievable. It once took me 3 hours to drive the 15 km from Moscow to Lyubertsy (a "spalnyi raion," residential area, just outside Moscow known for its tough guys). That was at 8 pm.
Then again, if those cars didn't exist, the metro, which is working 50% overcapacity, would be even more crowded than it already is. Yikes.
