This would usually be true and it may be true in this case. But that the rich man has been charged at all is because legislators have painted themselves in a corner with the drug war. It has become difficult politically to keep cranking up the severity of drug laws that obviously and disproportionately affect black and hispanic communities. Since changing the drug laws is not on the table, the only answer has been to increase the penalties for white-collar crimes and go after more white-collar criminals. A good outcome of all this would be pressure from the powerful to rethink things.
