Interesting. So when a state court sentences someone to 8 1/3 to 25 years, like they did Kozlowski, is 8 1/3 the minimum necessary before they can be paroled? Whereas in the federal system, no minimum is specified before you can get out, even though the good time index system probably mathematically implies one?
